The City of Burlington will begin fining residents for failing to remove piles of leaves that are blocking sidewalks, roads, bike paths or storm drains.
On Oct. 14, the council approved an amendment to the city's Lot Maintenance Bylaw to allow enforcement when leaves from private property end up on public property.
According to the Department of Development and Growth Management, the change closes a loophole in previous rules that only allowed for collection of waste leaves left on private property. The update gives ordinance enforcement officials the authority to act when leaf piles obstruct public infrastructure, a problem that has led to blocked drainage basins, street flooding and safety concerns for cyclists and pedestrians.

The city is asking for a $150 fine for each offense under the Provincial Offenses Act, although officials stress the focus this season will be on education and warnings. Enforcement will be handled by the Bylaw Compliance Department, which will work with the city's communications team to keep residents informed of the changes.
Residents are reminded to follow Burlington's leaf collection schedule, available on the city's website, and carefully deposit leaves on or near the parkway at designated times. Leaves left outside the intended window or placed directly on the road may now result in a fine.
The new rules were unanimously approved by the council and take effect immediately, although full enforcement is expected to begin in 2026 following a public education campaign.
