This week, Music Canada introduced detailed answers to CRTC as part of her consultation on the “transition path – support for Canadian and radical audio content”.
We meaningfully engaged in the process of regulation of CRTC, because the regulation of streaming of music can have far -reaching influences on the Canadian musical industry. This proceedings consider the introduction of regulatory acts that can affect the main features of the experience of consumer experience, streaming music – the experience used by the Canadian audience, and which lies the basis of the market, which helps to update the growth of the industry and investment in the next generation of Canadian and indigenous artists.
It is important that CRTC does it correctly.
Our view describes a number of key principles for informing about the development of a modern regulatory structure for streaming music. We believe that these principles are necessary to ensure that the regulatory framework corresponds to the unique features of the global and highly competitive market of musical streaming, on which Canadian and indigenous artists are trying to succeed:
- The streaming streaming of music is a key factor in the income for the Canadian musical industry, and the rules must be carefully calibrated to support, and not complicate its growth;
- Music streaming platforms have established methods for promoting Canadian music, and the regulatory structure should recognize, reflect and stimulate these business models;
- The regulatory structure for streaming music should help Canadian and indigenous artists compete on a highly competitive world stage, where consumers can listen to almost any recorded song;
- Radio Rules were developed for radio; They will not work for streaming music;
- The user’s choice should be protected, otherwise we risk returning the audience back to piracy, where artists are not paid when their music plays; And
- Detection means promotion of Canadian and radical music, and does not dictate what Canadians listen to.
