A man accused of fatally stabbing a young Ukrainian woman on the Charlotte light rail system was indicted Wednesday on federal charges for which he faces the death penalty.
A federal grand jury in North Carolina returned an indictment against DeCarlos Brown Jr., charging him with violence against a railroad and public transit system resulting in death. This charge makes him eligible for the death penalty.
Brown was allegedly caught on video stabbing a woman, identified as 23-year-old Irina Zarusskaya, on the Lynx Blue Line light rail in Charlotte on Aug. 22.
A pocket knife and other items were recovered from the scene.
Investigators reviewed surveillance footage that showed the victim boarding the streetcar and sitting in the row in front of Brown.
About four minutes later, Brown pulled a knife from his pocket and spun it around before stabbing the victim three times from behind, prosecutors said.
We should question the description of the weapon shown in the video as a “pocket knife.” Judging by the video, this is not a pocket knife, but a folding hunting knife similar to the Buck 110, which has a longer, thicker blade made of higher quality steel than most pocket knives. This type of knife can be a very deadly weapon.
Brown is charged with “violence against a railroad carrier and public transportation system resulting in death.”

Brown is confronted with seemingly overwhelming evidence; namely, those horrifying few seconds of video of the attack, which need not be shown here again; by now it has already been etched into our collective consciousness.

After the attack, North Carolina State passed “Irina's Law” which, as I reported earlier in October, lowers the death penalty bar and prohibits cash bail for certain categories of violent offenders. The measure passed with the vast majority State Legislature and was signed by Gov. Josh Stein.
