Immigration and Customs Enforcement (ICE) Arrests in Virginia Under President Donald Trump's leadership, the number has nearly tripled from the previous administration, prompting the Department of Homeland Security to bring to justice some of the state's “worst of the worst” dangerous and violent criminals caught in the state just last week.
The undocumented immigrant offenders identified by DHS come from Central America and the Caribbean, including El Salvador, Nicaragua, Guatemala, Jamaica and the Dominican Republic. Meanwhile, their crimes ranged from drug smuggling to domestic violence, rape, “carnal violence,” terrorist threats, extortion and more.
“Last week, ICE exposed sexual predators, drug traffickers, rapists, predators and other violent thugs across the Commonwealth,” said Assistant Secretary of State Tricia McLaughlin. “These arrests highlight the reality of open border and sanctuary policies that have allowed criminals from around the world to come to America and move freely throughout our country. Under President Trump and Secretary Noem, the United States is closed to lawbreakers. We will continue to use every tool available to make America safe again.”

One of the Guatemalan offenders, Vester Antonio Jacobo Morales, was previously deported in 2016 but committed a felony when he decided to return and re-enter the country illegally, according to DHS. Arrested last week by ICE officers in Richmond, Morales has a rap sheet that includes rape, extortion and violating a court order.
A second Guatemalan offender, Daniel Soc-Patsan, entered the country illegally in 2013 and received a final deportation order that same year. He was also arrested last week by ICE officers in Richmond. According to DHS, Sok the Boy has a criminal record that includes numerous assault and aggravated domestic violence violations.

Meanwhile, another illegal alien offender reported to DHS had a criminal history involving “carnal violence” and sexual assault. The man, Harvin Francisco Rivera-Diaz, was arrested last week in Richmond after illegally crossing the southern border into Nicaragua in 2022 under the former Biden administration.
Adolfo Flores Ramirez, an illegal immigrant from El Salvador, was arrested the same day in Loudoun County in Northern Virginia. His criminal background included charges of drunk driving, domestic violence and assault.
In addition to illegal immigrants from Central America, ICE officers in Virginia have also apprehended illegal immigrants from the Caribbean.
A Jamaican man, Shannowan Email Facey, received a final order of removal in 2013, but has managed to remain in the United States since his arrest in Richmond. His criminal history includes drug trafficking, drug possession and weapons charges, according to DHS.
The second Caribbean illegal immigrant was a man from the Dominican Republic arrested last week by ICE agents in Norfolk. The man, Alvin Tiburcio Mirambo, has a criminal history including terroristic threats and drug possession.
Past Reviews of “The Worst of the Worst” include arrests made in Los Angeles of illegal immigrant gang members, murderers and child abductors.
For example, Mexican citizen Juan Carlos Marin-Hipólito was convicted of murder and sentenced to 50 years to life in prison, DHS said. Diego Fernandez-Martinez, also from Mexico, had convictions for auto theft, vehicle theft, possession of drug paraphernalia, possession of a controlled substance for sale, robbery and possession of a weapon by an inmate, according to DHS, which noted he was also a member of the Surenos gang.

Meanwhile, the “worst of the worst” Halloween weekend survey included arrests of illegal immigrants convicted of sex with minors, sexual assault, kidnapping, murder and other serious crimes. According to a statement from Fox News Digital, DHS emphasized that 70% of ICE arrests are of undocumented criminals charged or convicted of crimes in the United States.

With several important Virginia elections approaching, Fox News Digital reached out to Virginia gubernatorial and attorney general candidates, including Democratic gubernatorial candidate Abigail Spanberger, Republican gubernatorial candidate Winsome Earl-Sears, Democratic attorney general candidate Jay Jones and Republican Attorney General Jason Miyares, for their comments on these recent arrests.
“Disobeying the law has no place in Virginia. Attorney General Miyares has proven time and time again that violent criminals, including those in our country illegally, will face swift and uncompromising justice when they harm innocent Virginians,” Miyares said. “Jay Jones, on the other hand, would take our Commonwealth in the opposite direction. He intends to turn Virginia into a sanctuary state, tying the hands of law enforcement and putting every law-abiding Virginian at risk.”
Jones, Spanberger and Sears did not respond to Fox News Digital's requests for comment.
