This NPC in the Justice Dojo will offer Hyper Training to your Pokemon in exchange for bottle caps if the Pokemon is level 50 or higher:
Once you talk to her, she will ask you which Pokémon you want to use in the Hyper Train and what currency you want to pay with. If you choose regular bottle caps, she'll ask you which stats you want to boost – and you can select several to train at once.
It should be noted that most Pokemon do not need to have all six IVs at 31. Since almost every Pokemon (if not all of them) focuses on either a physical attack or a special attack, you only need to upgrade its attack or special attack, but not both.
