In our experience, the fastest and most effective way to strengthen your friendship is to go to Cafe Nouveau and buy fresh or sparkling water. since they both only cost $100 and each drink offers the same amount of friendship. During our testing, freshly caught Riolu evolved after four servings at the cafe, so you'll only need to spend about $400.
After each visit to the cafe, be sure to open the menu and see if there is an arrow next to Riolu's photo. This would mean that Riolu is ready to evolve and transform into Lucario.
