A recently released spy report states that Canadian Security Intelligence Service there were insufficient policies and procedures to govern sensitive information collection technology.
This was reported by the National Security and Intelligence Agency. CSMI mistakenly characterized new technical capabilities as extensions of existing know-how.
The report said this resulted in CSIS failing to consult with Public Safety Canada in a timely manner regarding its planned use of the technology, contrary to ministerial guidance on responsibility.

Moreover, the watchdog argues that the spy agency may have violated the CSIS Act, which may require the director to consult with the undersecretary.
The review agency also found that CSIS stored collected information without clear authority to retain it.
The Canadian Press obtained a heavily redacted version of the agency's review report through the Access to Information Act.
