The work of the commission on the investigation on the provision and management of state contracts in the construction industry under the chairmanship of the French judge Charbilo continued from 2012 to 2015 to pour light, among other things, into the practice of conspiracy and corruption in the environment.
And, despite the reforms that followed the cleaning of the system, Sabrina Ganon, director of Sit Construction, shows that 10 years later corruption is still present.
“Yes, this is still done. […] I, I was not during the commission of Charbonno, so I can’t speak at that time, but I know that this is still done, unfortunately. Then we, we left this, for sure, to be the most clean Perhaps, then, speaking to ourselves, we prefer to work with customers, ”she said in an interview with Isabelle Marechal, for Qub Radio and Télé, broadcasting at the same time at 99.5 FM Montreal on Tuesday.
Mto me Gangnon, however, claims that there is an administrative challenge that is added from the Charbon Commission for entrepreneurs who want to win state contracts.
“So, we have no other choice, except to go through tenders, and then go to the platforms, have our applications,” she said.
Better to manage state funds
State funds relate to money with various levels of governments – municipal, provincial or federal – which are used to finance infrastructure work. In other words, it is taxpayers who finance taxes on taxes.
Sabrina Ganon said that she had been president of the board of directors for several years and managed state funds. Today, some situations make him draw his hair on his head.
“I see that these ideas pass by, and I say to myself:“ My God, but we invest how much money is overly in the sectors? ” […] It's horrible! “She exclaimed.
In particular, she mentioned the CPE repair project worth $ 250,000, emphasizing that this is not a large infrastructure. Having redistributed the calculation to assess the cost, with the exception of the tender, it reached about five times less.
“How much will it really cost?” I experienced. We were about $ 50,000 on the floor. […] So, my question, in fact, I ask myself, it is sincerely: […] How much are we investing and what could we reinvest in the right sectors in the right place with good managers? She added.
