‘Arbitrary Measures’ quest walkthrough in The Outer Worlds 2

Side quest “Arbitrary Measures” V The Outer Worlds 2 gives you the opportunity to meet Tristan, the Protectorate Arbiter, and help him contact the shady Information Broker. The arbitrator has his own reasons for talking to the Broker, but they are important enough to make him want to work with third parties – that is, with you.

Together, you will need to find clues in the refugee camp in Golden Ridge and find out why the inhabitants have not contacted the Broker for some time.

This mission can be a bit challenging as the clues will give more information if your skills are at a certain level, which in turn will improve your relationship with Tristan. However, completing the quest may result in you receiving another party member.

There's a lot to do, and here's how to do it. complete the quest “Arbitrary Measures” in The Outer Worlds 2.

To start the quest “Arbitrary Measures” in The Outer Worlds 2interact with Barney “Bruiser” Basswho is the bartender in the restaurant 2nd Choice Bar at Free Market Stationand select one of the following dialogue options:

  1. – What's the problem here?

  2. “Why not give him an audience with the Mediator? At least he won't bother you anymore.”

  3. “Sounds like meeting Broker might be helpful… somehow. Maybe we can work together.”

  4. “Sounds like a plan. I'm in.”


Walkthrough of the quest “Arbitrary Measures” in The Outer Worlds 2

After accepting the quest to explore the camp with Tristan, return to your ship and head to Dorado. The refugee camp is located at southwest side of Golden Ridge, to the left of the Guardian Manor fast travel point.

You will find Tristan waiting for you at the entrance to the refugee camp, and after a short conversation you will learn that all the refugees are dead.

To find out what happened you need Explore the area and find five clues around the camp.. When you find the clues, you can get more information if you have certain skills at level five..

The quest will continue even if you don't meet the skill level requirements, so you don't have to worry too much about it. Getting all the information will improve your relationship with Tristan.who will be impressed by your sharp eyes. However, if you don't care about your relationship with Tristan, you can simply find one piece of evidence and select “I've finished my research and I think I've discussed everything I wanted to.dialogue option to speed up the quest.

Hint #1

On the south side of the camp there is a building with blue walls where you will find camp terminal. Read two posts to learn about the protective powers of auto mechanics.

West of the entrance to the southern building you will find corpse near a burning trash can. Examine him to identify any wounds. You can get more information about how this person died if you have Medical skill at level 5.

To the west of the corpse you will find transmission tower. It's completely destroyed, but if you have fifth level Engineeringyou can find out more information about the tower.

Go to the north side of the camp and find auto mechanic wrecks near the entrance to one of the buildings in the area. Signs of a fierce battle are visible all around, and the barrel of the auto mechanic's weapon is warped from heat damage. To really know what happened to him, you must be at level 5 with the Hack skill.

At the northern end of the camp, a little ahead of where you found the destroyed auto mechanic, you will find a ramp that will allow you to climb to the top of the northwest building. There you will find radio tower. Whether his signal was softened or not is a mystery unless you have level 5 Science skill.

Once you've finished checking all five points of interest, return to Tristan and discuss your findings with him. You don't have to find all the clues to complete the quest.being able to choose a dialogue option when talking to him, saying everything is ready (

Discuss your findings

After you collect the evidence, talk to Tristan and select “Found something that I think might be important” to discuss your findings with him.

While there is no “wrong” answers Speaking of tips, you have a chance to impress Tristan by giving specialized answers. Always select them if they are available to you, but you can only select these unique answers if you have the required skill level or experience. In our experience, one dialogue option appeared because we had the “Professor” experience.

Here are the skills you'll need to give Tristan the best answers when discussing each clue:

  • Terminal: Engineering (level 3)
  • Dead body: Medical (level 3) or weapon (level 5)
  • Transmission tower: Engineering (level 5)
  • The auto mechanics were heavily damaged: Melee (level 5) or hacking (level 5)
  • Radio tower: Science (level 5)

Completing the investigation with one or more clues will lead to a battle with two auto mechanics. Defeat them and you'll be ready to return to the 2nd choice bar in the free market station.

After meeting the Broker and finding out why Tristan needed help, you can complete the quest by talking to Tristan outside the bar. This is also the moment when you can officially recruit him as companionso don't waste your chance.
