ACE National Statement on Auditor General’s Report on Child Care – The Canadian Business Journal

OTTAWA, Ontario, October 2, 2025 (Globe Newswire)-The Ontario General Auditor’s report that families and operators have long been saying: the early training system in nationwide training and children's care (CWELCC) ($ 10 per day) is unstable in its current form and cannot satisfy the needs of families.

The auditor found that the government would probably need to change its plans in order to achieve its goal of $ 10 a day by March 2026. This strengthens that Ace National constantly warns: the rules regulating the program are unstable and disabled from the fact that families and children really need.

Many of the 11 recommendations of the ECHO ACE auditor, including the need for a fair and predictable financing model (for example, approaches to replacing income already working in Albert and British Colombia), optimize an increased administration, which represents 10% of the cost of this program, and real strategies for the recruitment and retention of teachers.

But families need the government to move on. Ace calls:

  • Restoring the improvements of wages and financing all employees, and not just RECES.
  • The expansion of the right to participate in the inclusion of private operators who can help the province achieve their growth goals.
  • Allowing licensed suppliers to offer additional services with added cost without a fine, so that the family has a choice.

Families cannot afford further delays or half measures. The auditor's report clearly shows that the current model does not work. Both federal and Ontario governments should now work together to sign a transaction that provides accessibility, while ensuring the stability of operators and access for families. Ontario has both an opportunity and a directive to correct it to build a child care system that works for everyone.
