Taylor Chase is sleeping on the streets of Riverside again, and police can't do anything to help the former child actor due to California laws, TMZ has learned.
Riverside Police Department spokesman Ryan Railsback tells us… the former Declassified Ned actor is in desperate need of long-term care, but criminal law prevents cops from committing Tylor to a psychiatric hospital or mental institution.
Star of the series “The Mighty Ducks” Shawn Weiss – Tylor's main defense attorney – says the mental health crisis team recently placed Tylor on involuntary psychiatric confinement for 72 hours, but they inexplicably returned him to a homeless existence. TMZ obtained video of Tylor napping on the front porch Monday.
Railsback tells us that the police cannot help Tylor – legally – because he is not considered seriously disabled or a danger to himself or others. Moreover, Railsback notes that Tylor politely rejects all attempts by the authorities to remove him from the streets and place him in an institution, explaining that homelessness is not a crime.
And get this… Railsback says even if police arrest Tylor for possession of certain drugs or drug paraphernalia, the charges will be considered misdemeanors and he will be released shortly after receiving a summons.
As we reported…Tylor had been in Southern California for a long time, allegedly battling a methamphetamine addiction.
Railsback says police are doing everything they can for Tylor within the law, but they have no leverage, saying, “We can't kidnap him.”
