The meta around PvP has changed a bit from what it used to be. First, some skills have changed from how they used to work. Secondly, 80 skill points can be applied if you increased your stash to 5 million before the start of the Expedition project.

The build is heavily focused on mobility, as it is primarily intended for PvP. You'll need to be quick on your feet, as well as be able to use the environment to your advantage. With Vault Spring and Vaults on Vaults on Vaults, you can do just that.
Both Survival and Conditioning invest points the same way to help you stay alive while earning decent loot.
