Rubio ‘Very Optimistic’ a Peace Deal Can Be Reached After Meeting With Ukrainian Officials in Geneva – RedState

Following talks Sunday between top U.S. and Ukrainian officials aimed at resolving the Russia-Ukraine war, Secretary of State Marco Rubio told reporters he was “very optimistic” that an agreement could be reached.





Rubio, Special Envoy Steve Witkoff, Army Secretary Dan Driscoll and Jared Kushner met with the Ukrainian delegation to discuss Rubio's peace proposal confirmed was written by the United States and was based on “contributions from the Russian side” as well as “based on previous and current contributions from Ukraine.”

The draft proposal was perceived by many as too conciliatory towards Russia. European countries have submitted a counterproposal reportedly compiled by Germany, France and the UK..

“This is a very delicate moment,” Rubio said. “Some of them have to do with semantics or language. Others require decisions and consultation at a higher level. Others, I think, just need more time to work through.”

The head of the Ukrainian delegation, head of the presidential administration Andriy Yermak, said: “We have made very good progress and are moving forward towards a just and lasting peace.”

Today, Secretary Rubio, Special Envoy Witkoff, Mr. Jared Kushner, and Secretary Driscoll met extensively and productively with the Ukrainian delegation to review the latest draft agreements under discussion. The conversation was frank, thorough and took place in the spirit of partnership and unity of goals.

The Ukrainian delegation confirmed that all its main concerns – security guarantees, long-term economic development, infrastructure protection, freedom of navigation and political sovereignty – were carefully considered during the meeting. They expressed appreciation for the structured approach used to incorporate their feedback into each component of the emerging settlement system.





The Ukrainian representatives stated that, based on the changes and clarifications presented today, they believe that the current draft reflects their national interests and provides credible and feasible mechanisms to protect Ukraine's security in both the short and long term. They emphasized that a strengthened security assurance architecture, coupled with commitments to non-aggression, energy stability and reconstruction, significantly meets their core strategic needs.

Secretary Rubio and his team reaffirmed the United States' strong commitment to ensuring that Ukraine's sovereignty, security, and future prosperity remain central to the ongoing diplomatic process. They stressed that this work is driven by President Trump's goal to end a war that has killed millions and prevent further loss of life by establishing a lasting and workable peace. Both sides welcomed the steady progress made and agreed to continue consultations as the agreements move towards final clarification.

The meeting concluded with a shared understanding that today marked a significant step forward and that continued close coordination will be essential for the parties to achieve a lasting and comprehensive peace.

The parties also released a joint statement saying:

On November 23, 2025, U.S. and Ukrainian representatives met in Geneva to discuss the U.S. peace proposal. The talks were constructive, focused and respectful, highlighting a shared commitment to achieving a just and lasting peace.





Both sides agreed that the consultations were very productive. Discussions showed significant progress towards agreeing positions and identifying clear next steps. They reaffirmed that any future agreement must fully support Ukraine's sovereignty and ensure a sustainable and just peace. As a result of discussions, the parties developed an updated and revised peace structure.

The Ukrainian delegation reiterated its gratitude for the unwavering commitment of the United States and President Donald Trump personally for their tireless efforts to end the war and loss of life.

Ukraine and the United States agreed to continue intensive work on joint proposals in the coming days. They will also remain in close contact with their European partners as the process progresses.

The final decisions within this structure will be made by the presidents of Ukraine and the United States.

Both sides confirmed their readiness to continue working together to ensure peace that will ensure the security, stability and recovery of Ukraine.

For his part, President Trump accused Europe of continuing to buy Russian oil even though it supposedly opposes the Russian invasion, and called Ukraine ungrateful.
