Officials estimate that more than three million foreigners are in Canada on active or expired temporary permits.

“The government's communications remain vague and inconsistent,” the petition states. “Canada must provide clear timelines and realistic paths to permanence for those who have already demonstrated their commitment to this country.”

The petition calls on Cabinet to “implement clear national policies that provide fair, transparent and predictable pathways to permanent residence for temporary residents already living in Canada, who are integrated into society, pay taxes and are essential to Canadian businesses.”

It also asked Parliament to provide funding for “temporary residents facing precarious status and adversity,” to “prioritize the needs and future of temporary residents already contributing to Canada before expanding the intake of new citizens from abroad,” and to “publicly acknowledge that international students and temporary workers are not to blame for the current system.”

In a May 1 briefing note, the Department of Immigration said there are millions of foreigners living in Canada who do not have land immigrant status.

“As of January 1, 2025, Canada's non-resident population was estimated to be approximately 3,049,277,” it said.

In its November 4 budget, the Cabinet Office proposed sharply cutting the number of new permits for foreign students and migrant workers from 673,650 this year to 385,000 in 2026 and 370,000 in 2027.

“We are taking back control of immigration systems,” the message says.

Sodhi is currently serving his first term as a Liberal MP after graduating from the University of Western Ontario.
