One of the most notorious tactics used by left-wing agitators during their so-called “peaceful protests” is to try to hide their identity by wearing a bandana or scarf that partially covers the face, ski mask-style face masks, or some type of mask that hides almost everything except the eyes.
More recently in PortlandHowever, late-night mob rabble-rousers have, in many cases, begun wearing full costumes in front of the city's ICE compound to distract and deceive federal law enforcement, as we have also seen during some of the No Kings rallies. protests in mid-October.

To combat this, there are now new rules in place that were due to take effect in January outside the site – rules regarding masks and any other attempt by demonstrators to hide their identity:

All persons are prohibited from committing the following acts on federal property or areas outside federal property that affect, threaten, or endanger federal property or persons located on federal property:
(a) Disorderly conduct, which includes, but is not limited to, assault, fighting, stalking, intimidation, threats or other aggressive behavior, lewd acts or improper disposal of feces, urine or other bodily fluids.
(b) Wearing a mask, hood, disguise, or device that conceals the identity of the wearer in an attempt to avoid detection or identification while violating any federal, state, or local law, ordinance, or regulation.
(c) Creating a loud or unusual noise, offensive odor or other nuisance.
According to Katie Daviscourt, an investigative reporter for The Post Millennial and a speaker at President Donald Trump's Antifa roundtable in early October, the benefits of the new policy are a “game changer” in the ongoing battle between left-wing militants, their Democratic and media apologists, and the Trump administration:
This is a game changer for federal officers at the Portland ICE facility, as it will allow them to arrest protesters blocking streets, destroying property, erecting barricades on city property that impacts the facility, etc.

DHS said in a statement on the matter: they noted that the policy's “accelerated effective date” was prompted by a sharp increase in violence against federal immigration enforcement officers and detention centers. Other policy highlights include:
- Extended charging powers: The Federal Penitentiary Service has now expanded its authority to levy fees for violations occurring both on and off the territory, to the extent that they affect federal property and persons on it.
- Modernized prohibited behavior: Regulates the unauthorized use of unmanned aircraft systems (drones), digital network interference, and other security threats on and near Federal facilities.
- Additional prohibited actions: Adds additional fees for conduct affecting the safety, security, and orderliness of government functions on Federal property.
- Clearer public notice: Standardized notices governing conduct will be posted in federal offices.
- Collaboration with stakeholders: The resolution emphasizes cooperation between federal tenants, security officials and local law enforcement.
If so, like everything else, the new policy will likely be challenged in court. In the meantime, at least ICE agents now have more tools at their disposal to combat agitators and suppress the lawless mob that Democrats constantly tell us doesn't exist.
