At the top of the AoE Mobile tier list are the best heroes you can get. Be sure to use ones that go well with the type of army you are trying to build. If you're F2P, I'd suggest staying away from cavalry.
About Hua Mulan
Hua Mulan is a great choice for your archer army. This build focuses on Flying Swallow, Star Hunter, Weak Point Attack, and Double Attack. Her abilities provide various buffs such as reduced armor, increased power, and increased damage over time.
About King Arthur
King Arthur is currently the only hero of mythic rarity. However, the only way to unlock it is through a VIP event. If you somehow get your hands on him, his key skills include Knight's Glory, which damages multiple enemies and boosts his stats, and Sword of Radiance, which triggers the Glory Blessing condition, allowing him to ignore a certain percentage of an opponent's defense.
About Leonidas
Whether it's Sparta or your own kingdom, Leonidas is the guy. He is a terrific choice to lead your spear army. In fact, he is the best. His skill set matches his knowledge to some extent, as Leonidas gains more power as his army loses troops. He has AoE damage, a chance to counterattack, and also enhances the damage of his soldiers. The best talent tree for Leonidas includes skills like Solid Strike, Steadfast Soul, Fearless Retribution, and Whirlwind Sweep.

A-tier heroes are a great choice to lead your army. They're just not as powerful as the S-tier options, that's all. But for those who don't want to spend real money, these heroes will get the job done.
About Octavian
Octavian is a great match for Leonidas to lead your spear army. His active skill adds stacks of Supreme Mark whenever heroes use signature turn skills or secondary strike skills for 18 seconds.
About Justinian the Great
Justinian is a top tier support hero who specializes in troop recovery and buffs that can reduce damage taken. He is a great partner for Cleopatra.
About Tribhuvan
One of the best support heroes, Tribhuvana's skill set is based on buffs and debuffs. Her skills are Royal Radiance, which restores units and reduces enemy armor. Meanwhile, Ode to Java: Increases the chance of activating a signature skill and provides unit recovery, while Righteous Judgment deals significant damage while weakening enemy heroes. Finally, King's Blade increases damage after normal attacks.

B-tier heroes perform above average compared to others. In short, overall they are good. Just don't expect the same heroism as the S-tier.
About Josephine
It's not often that a starting hero is actually good, but Josephine bucks that trend. And, especially if you play F2P, her medals are very easy to get, so overall I think she's a great choice for new players.
Theodora
Another support hero, Teodora, can increase troop damage and reduce damage taken. Almost like Cleopatra and Justinian.

There's not much to say here. C-tier heroes just aren't that good. Or Age of Empires Mobile has many better options now.
However, you may have to use some of them very early in the game, such as Joan of Arc. However, later on, be sure to switch to better options that suit your army type.
Oh, and don't use your resources on any of them. It's a waste.

Just ignore them, I won't go into detail about why these heroes are rated the way they are. They're just trash.
