“These restrictions include barriers to the movement of people and goods from the West Bank and Gaza Strip, restrictions on access to aquifers, and restrictions on mobile communication standards,” reads one section discussing these restrictions. “They also impose low quotas on banking activities (for example, shekel cash transfers to Israeli banks).”
However, compared to reconstruction, a much more pressing issue is increasing the amount of food and medical aid entering Gaza. For months Israel was subjected to brutal limiting number of humanitarian aid trucks allowed into Gaza. Integrated Classification of Food Security Phases, UN-backed Hunger Relief Framework, said in July that a “worst-case scenario” is playing out in Gaza.
Under the current terms of the peace deal, the number of humanitarian aid trucks allowed into Gaza each day will increase to a maximum of 400, but only within the first five days after the conclusion of the contract, although the number of trucks may increase at later stages. A GHF advisor estimated that on a typical day, just 20 trucks entered the strip.
According to a GHF adviser, it is unclear whether a single GHF will bring in many more truckloads of aid per day or whether that responsibility will be spread across multiple aid groups.
The main obstacles to the flow of aid, the adviser adds, are whether the prisoner exchange will go as planned and whether the Israeli military will quickly approve new locations for aid distribution.
There have been delays in approving these sites. This was stated by US Ambassador to Israel Mike Huckabee. early August that GHF would soon increase the number of distribution sites from four to 16. Soon after, according to GHF's adviser, the foundation prepared plans to open sites, but according to them, GHF did not have permission from Israel to do so.
“At this point, a proof of concept had been conducted,” they told WIRED. “And we really thought it would grow, but it didn't.”
