According to DVD commentary For Austin Powers: Goldmemberthe part where Austin pees next to the fountain – and it comes out in small spurts – was an accident. In the movie, Austin trips over the cord and accidentally turns off the water fountain, so he jumps after it and starts peeing to make it look like it's still working. But when the water pump that was being used to simulate Austin's stream started spurting (because it was running out of water), the filmmakers thought it was funny and decided to include it in the scene by making Austin urinate in spurts.
